He did say “combine” to be fair, but we know he meant “add”. And anyway, the only way you can meaningfully combine them is add the numerators and denominators (of whatever rates he wanted to “combine”), which was never going to give the result he wanted.
Edit: you know what I mean, add the numerators, divide by added denominators.
He tripled down on the idea when people pointed out the issues of adding the rates. He had ample time to clarify.

I’m not sure bolded is true. If the argument is that Trump was going to wait until USA#1 got to a certain level of fucked up before he took it seriously, so delaying it by 2 weeks (or whatever), doesn’t make a difference, that’s not quite correct. Delaying it for some time lets us see what COVID-19 looks like in the rest of the world (e.g. Italy) and what they do with it. So then when Trump actually decides to get off his ass, his advisors will have more information to guide their decisions.
This is a better way to put it. Given the general ineptitude of the Trump admin, the effect was only a little.
