Which is fine, because you are making laws about how votes will be counted/weighted before the votes are cast. Changing the rules after the votes are cast to get the outcome you want is the problem.
Edit: It’s not even really an apt comparison because the national vote compact requires the legislature to pass it and the governor to sign it to become law.

Instead of dumping money into hopeless Senate races, small dollar donors need to form an organization dedicated to having someone, anyone, following Trump around everywhere and trolling the shit out of him. Pay to get into Mar a Lago and troll, then sue for getting kicked out, troll him at every meal, shout personal insults, hold up signs about his mushroom micropenis, all of that would be way more effective and satisfying than whatever Democrats will actually do
