It’s the same as the four majors in golf counting as PGA Tour events despite none of them being run by the PGA Tour.
Does the ATP tour run the Italian Open? Indian Wells? The Italian Open is probably run by Italian Tennis Thing, just like the AO is run by Australia Tennis Thing, right? All of these tournaments were around before the ATP even existed. Anyway, seems like a distinction without a difference, would anyone really say that the US Open isn’t a PGA Tour event?
The grand slams have different rules and it’s a different organization.

The important issue to Novax is clearly not whether he has a vaccine or not. Now it’s about taking a stand. If he fakes the paperwork then he has been cucked (NTTIAWWT).
Perhaps at some point he will realize that it’s better to be sole GOAT and cuck then tied or non-GOAT and non-cuck, and he will just fake the paperwork.
It’s the flip side of those rabid anti-vaxxers who suddenly realize, “Hey, this vaccine could actually save my life.” If they acknowledge that and get it, then they’re admitting they were wrong, so often they’ll drive a few counties away and get it without telling a soul. Of course, they will keep beating the anti-vax drum, because above all else, they must be right.
One issue might be that by the time he got the memo that he needed a pretext to enter Australia, it was too late to complete a fake vaccination regimen in time.

Someone posted upthread that a single shot of J&J would have been acceptable under Australia’s rules. Once he received the shot he would have been immediately considered fully vaccinated.
They don’t have that in Serbia. Basically nowhere has that except the US.
