Not going to shock anyone but my old boss, who’s Russian, told me he knows people who have the symptoms but can’t get tested because the govt doesn’t want to mess up the statistics.

IANAL but I would guess that the Federal Government could override a state border shutdown if they wanted to. The constitution grants them broad powers to legislate on interstate commerce, and interstate tourism is an example of interstate commerce. I don’t think they would actually do it, though. SA is not a very economically important state.

The Northern Territory, which is the size of a state (close to Alaska-sized, actually) but doesn’t have the full self-governance of a state, is closing its borders now. Last I checked they only had one COVID-19 case and there are like 5 road entry points into the whole Territory or something, so it makes sense for them. The Feds could definitely intervene there, they can override any law of a territory at will. Also, Tasmania has already implemented a 14-day quarantine for anyone entering the state from the mainland, which is acting as a de facto border closure.

I’ve been a life long quasi-germaphobe so I looked into this a long time back. IIRC, it’s true for many respiratory viruses. The risk is probably not precisely zero, but it is substantially lower than if the exposure is through the respiratory tract.

So my inclination, without looking into it any further, is that it’s probably true.
