Always annoyed me that Mike was annoyed by that. This dude didn’t know he was a poker player. He was just some guy going to Vegas. 99% of the time a random guy tells you that it means craps, blackjack, strip clubs, and drinking by the pool.

It means to test the integrity of something. Like tapping a Jenga tower to see how close it is to collapsing. Which can mean all in but can also just be a big bet.
