Yeah, that’s fair. There are definitely people out there doing the “I refuse to vote for either” thing, and I suppose they have to be treated as potentially persuadable even if it won’t happen in big numbers.
Same reasoning she’s targeting rural areas in swing states. Narrow the margins there and you have a better shot to win the state.

I think it’s pretty plausible that Cheney et al. nudge some would-be reluctant Trump voters into staying home or leaving the presidential ballot unchecked. That’s the same net effect as converting a non-voter to a Harris voter, but framing it that way seems much more realistic than the idea of creating Harris voters from non-voters or Trump voters (at least to me).
I just don’t think the right sees their leaders the way Democrat faithful see their leaders. It’s really not that they trust someone like Cheney. They see him as a political operator and maybe respect what he gets for himself, but it’s not like they think he’s got angle-free advice to offer them

I think there’s plenty of voters who don’t know much and are going on lots of feels in the moment, like picking a lottery number or deciding to double down. They hear someone like Cheney endorse Harris and it’s as simple as oh hey I like Cheney…
Not plenty as in landslide numbers, but enough to impact the thin margins.
It’s close to certain there are people out there who don’t even know who is running right now. Some of them will vote and might make the difference in this election.
