You could be like me and understand instantly that this is a mash up meme with references to a simpsons episode, I believe from season 3 around 1992, and the watchmen comic book limited series around 1985.

i’d do it but it can’t be inline itt because explaining a joke always ruins the joke. i’ll do it any time fatboy8 requests it because he sent me cheese once and it was phenomenal cheese. i got persistent heartburn from eating this cheese that got so bad i went to the hospital because i thought i was dying and i still haven’t given up eating this cheese, that’s how good it is. checking the website rn they don’t have the specific cheese i’m talking about in stock, but it’s based off of this cheese which is a very excellent cheese.
there’s really no easy explanation for this meme. you’d have to understand the simpsons episode where lisa takes ralph to some krusty event and breaks his heart, and the watchmen comics. watchmen features this character dr manhattan who has godlike powers and is completely emotionless, and he can vaporize people just by thinking about it
so the joke is that lisa simpson, the nice cute little girl, what if she had godlike powers and no morality and snap murdered poor ralphie over an extremely low-stakes situation. it’s creating a farcical absurdist tableau, reminiscent of salvador dali or renee magritte
