IIRC, some presidential historian (Meacham?) said in the early-mid 1800s you had almost professional duelists from the south starting fights with the other side and kicking asses left and right (including killing some people).
The smallest perceived slight was fightin’ words and if you didn’t respond by challenging the guy to a duel your career was over anyway because you didn’t defend your honor (here my daughter shouts about Toxic Masculinity).
So to stop the South from winning the Civil War one duel at a time, they put in all these rules where you can’t cast direct aspersions upon the good name of another congressperson.
My memory sucks lately, so maybe the good gentleman is pulling that out of his ass.
Imagine some internet political forum adopting some silly rule like “no addressing other posters in the second person” in the name of defusing “personal” attacks.
The problem with Democrats is that they seem to adhere to these rules outside of the House floor. They are too diplomatic and don’t pick fights on talk shows, on social media, and other places.
Similar rules in UK Parliament so I m thinking the practice goes back farther than the USA does.
Do the really have to use “my good friend” though? Can’t they say stuff like “this assclown”?
