Both. We did fuck up Central America. My parents were missionaries in Guatemala/Honduras in the early 90’s and I was physically there when death squads led by people we trained at the school of the Americas and then funded were wandering around the countryside killing Native farmers for suspected thought crime. And then we deported a bunch of gangsters down to there when they got out of prison and they started gangs that thrived like crazy in the power vacuum left by our actions in the early 90’s.
We should take anyone from Central America that wants to come just because morality, but we also very directly owe them a soft landing.
You better get used to migrants my dude. Climate change is about to make a whole bunch of the most populous places on earth a whole lot less habitable. Those people are going to go somewhere and the US has a lot of empty space on the map.

Yeah… we can barely keep that badly degraded and totally worthless system running now and it’s only working because those people think they can really get asylum and turn themselves in. When the climate migration really gets going it’s going to be 10-100x bigger than anything we’re seeing at present and they aren’t going to be doing any paperwork unless that paperwork gives them some sort of route to living a normal life here.
If we don’t actually make real moves on climate change the migration situation in the northern part of the northern hemisphere is going to get really interesting.
Uh … they have stepped back and considered this and concluded “ABSOLUTELY”! They think bipartisanship is good.
