Most of these musicians just need better lawyers. Also, can get attorneys’ fees for willful copyright infringement. (Though most artists that complain do not actually own the rights and, unlike Europe, the US doesn’t recognize moral rights.)
Maybe he thinks that if he doesn’t desist then these popular artists will become vocal anti-trump/pro-harris surrogates. He does enough to piss them off to the point of sueing him, but doesn’t want to press them into action that will hurt him electorally.
