Virginia might make the playoff, but they are not a top 20 team.
Barring chaos, whoever wins the ACC will be one of the top-five rated (or whatever the terminology is) conference winners. Miami, Virginia, GT, SMU, and Pitt are all already in the top 25 of the playoff rankings.
There are scenarios where some of those teams can still get to the ACC title game after losing this weekend - in those cases, I could certainly see North Texas/Tulane and JMU jumping the ACC champ if the champ backs into the title game (or, say, if everyone loses and Duke sneaks in and wins it). But if it’s a more standard situation where, say, SMU and Virginia win or maybe Pitt wins and one of SMU/Virginia lose, then the winner is clearly going to be the fourth-ranked conference champ.
Nobody is saying the possible ACC champ, aside from Miami, is some world beater. But there are still some solid teams having good seasons that would be in the playoff because that’s how the rules work.
Who would be favored on a neutral field today? Most power ratings have Penn State higher.

Arch was horrific the first couple months, only started playing better the last month or so. Also that game was more about A&M being over rated than Texas being actually good. Before today A&M had not played a team in the top half of the sec, their best conference win was Missouri
