This is missing a .5, you don’t win half the time you miss the first 2p. You get to OT half the time and win 25% for an additional 12.5% win expectation over kicking twice.

Down 9 is actually really close and the only advantage is information about how aggressive you should be when you miss. In this spot, they are basically fucked if they miss the 2p so it doesn’t matter much when they do it. I guess you also lose the opportunity to go for 2 to win.
