Sure, I agree. Though I’d posit that there were probably plenty of employees at USAID who probably were primarily motived by providing humanitarian assistance.

I think this is probably true, but the aid they provide is likely the best possible very of trying to exert influence over other countries.

If you set aside the question of whether America is exerting influence over the right things, then yea that’s probably true.

Withdrawing aid as has been done is a crime against humanity, but a lot of the aid undercuts the self-reliance of the countries receiving it and I think, for some parties anyway, that’s intentional.

What was pretty open in the Vietnam War (Agent Blue killing rice and Strategic Hamlets where the population would depend on US food), I think has been pretty clearly deployed in many places. Notably rice aid in Haiti has destroyed much of their own food production. People will take free rice instead of buying local food. Local food producers go out of business. Everyone needs free rice.
