My friend led a startup that’s dealing with this via online processing, including submission of statements/evidence, for minor infractions. A lot of work is going into the general area. Most non backwards places will have it in 5-10 years.
Just pay your dues. $200-$400 is a lot lighter punishment than the guilt of killing someone because you were on the phone and weren’t driving carefully.
