AZ SoS this morning on local NPR said the outstanding ballots are “…for the most part, these are early ballots, that people held onto and dropped off Monday or Tuesday.” No numerical breakdown but mail-in ballots received by 7 pm Tuesday would count, so I imagine there are some.
