I actually saw a lot of Latinos there. Maybe 50/50. They loved Reagan. Everyone I saw taking their pics with his statue was Latino.

I think he dogwhistled because Rs know they need racists. I think Reagan and both Bushes were country club republicans who were in on the joke and not particularly racist themselves.
